[PATCH] lldpd: Update to version 1.0.23

- Update from version 1.0.22 to 1.0.23

 * Changes:
   + Add "reset" command to restore the startup configuration without restarting lldpd
     (#153, #228)
   + Escape control characters when output is a terminal (#808)
 * Fix:
   + Fix out-of-bound read access when marking a long interface
     description as "was connected" (with interface description update
     enabled).
   + Fix out-of-bound read access when displaying an LLDP-MED location
     in liblldpctl. Only programs reading the location keys directly
     are affected, not lldpcli.
   + Fix out-of-bound read access when displaying a chassis or port ID
     with the address subtype in liblldpctl. lldpcli is affected.
   + Send a shutdown LLDPDU when a port is set to rx-only or disabled.
