As you have sent your question to a patch about minidlna, I am presuming you mean that you want to create a WUI page for minidlna.

You can definitely do that.

The following link shows the locations of the menu definitions. Those starting with EX are the ones related to addons.

mpfire and samba could be used as examples. Also look at the involved lfs, rootfiles and cgi files for those two as examples of how to approach the creation of a WUI page for minidlna, so you can make sure it is in line with the expected approach by the IPFire devs when you want to submit your patch set.
