I don't know if this is a bug, or if I just haven't found the correct
page in the user manual.

I built a router and set up red to be dhcp. Then, when I got to the
client site, I realized they used PPPOE. I started setup, and changed
the red connection to PPPOE, but nothing came up to give the username
and password.

I saved the changes, then went into the web UI, and saw the place to
choose the profile from an (empty) list, but found no way to create the
PPPOE profile from there either.

Is this a bug? Or is it just something that has to be manually done.

No, this is not a bug.

You will have to choose PPPoE in the setup utility, but the credentials
have to be configured on the web user interface. This is not very
intuitive.

Just select an empty profile, then type in what you need in the form
below and hit save.

Thanks, Arne and Michael. It was just lack of searching on my part, I
guess. Going into "Dialup" was a mental block for me.

Not sure I agree with the "bad implementation" statement. The cli
"setup" executable is supposed to be for very basic "get the thing to
work" so you can get to the Web UI, as far as I see. In order to add
this functionality to the cli, whole screens would have to be added that
are more easily handled through the Web UI, so I see no reason to say it
is bad design. The only thing I'd consider doing is documenting it with
a little note under the installation instructions, something like:

NOTE: if you choose PPPOE, be sure to log into the WebUI after
installation and set up a profile under the Dialup menu on the System page
---------

I would also recommend on http://wiki.ipfire.org/en/configuration/start
changing the description of Dialup:

---------
It is only active if a dial up or DSL PPPOE connection is used. Defines
parameters for those connections.
---------

If that is ok with everyone, I'll do it? At least the English version (I
can say about three words in German, and probably would misspell them).
