I think you missed the install initscripts part lower in the LFS file:

	$(call INSTALL_INITSCRIPTS,$(SERVICES))

should then also be changed to 

	$(call INSTALL_INITSCRIPTS,cpufreq)

otherwise the initscript won't be installed as SERVICES is now empty.
