    wpa_supplicant: Allow systemd to reload the daemon
    
    * Add the required command to the systemd service file to allow
    systemd to reload the running instances of wpa_supplicant.
    
    * Also drop config file for logrotate, which is not needed anymore.
    
    Fixes #11479.
