[PATCH] country-overrides: add AS51852 (Private Layer Inc.)

This is a VPN provider, so "is-anonymous-proxy: yes" should be merged
from the A1 override file. Some of the prefixes announced by that AS
have countries set to PA or BZ, but they are all hosted in CH.
