You don't need a cross-compiler or some other build tools to do this.
The Raspberry Pi Foundation does not publish the source code of this
firmware. You just need to copy the start_elf* files onto your /boot
filesystem and that should be it. You can download the files from
github:

https://github.com/raspberrypi/firmware

I am sure there is some documentation about this somewhere on the
Internet. It's basically just copying the right files to the right
locations.
