I am afraid, the format the IPFire Web User Interface is using is not usable with Transifex.
The best solution is to do it by hand. Once it is done, there is not much to maintain and to touch, so I guess there is no need to get it into Transifex.

Parts of this have already been translated by somebody called Amir, but I do not know about the quality of the translation. Obviously, huge chunks are still missing.
