    kernel: Enable LSX and LASX on loongarch64
    
    The kernel has been built without support for the Loongson SIMD
    Extension (LSX) and the Loongson Advanced SIMD Extension (LASX). It did
    not save and restore the vector registers, did not announce them to the
    userland and could not use them itself.
    
    Processors that don't have them are not affected, because the kernel
    checks at runtime what is there.
