[PATCH] debian: Package the manual pages

Looking at the `rpm` and `archlinux` changes, this commit also
ensures that manpage packaging is in place for Debian.

RPM also packages man3/Location.3pm* however Debian currently
builds with the `--disable-perl` flag, so that manpage is not
applicable as of now.
