This is not something we want to do, but I defer to your judgement whether or not this warrants a rebuild of stable Core Update 186. :-)
If it is something that should not be done, and from the description I would agree with that, then it should be changed but I think it can wait for Core Update 187 as we have been living with it for at least 8 years already.
Just went back to the earliest Core Update in the git repo, which is Core Update 30, and that also ships the access.log file so effectively it has been done for ever.
