thanks for notifying.
There is no rate limit or similar configured on the submission port, so, if rspamd likes your mails, you can send as much of them as you like. :-)
In that particular case, however, your message probably contained a link to libpng[.]org, which resolves to 216.105.38.10, which has been blacklisted due to malware distribution at 2019-06-15.
While I doubt the host is still spreading malware, the current owner of that system has to care about being de-listed. Since such tests are widely spread across content scanners (SpamAssassin default), we would have experienced trouble sending that mail.
May I ask you to simply avoid this domain? Sorry for the repeated inconvenience. If it helps, I will configure a more detailed reject message for such cases.
