Replacing sysklogd with rsyslogd, next attempt

Hello Erik, hello development folks (CC'ed),

recently, I promised you to have a look at rsyslogd once more. Kept busy by ${dayjob} over Christmas, I unfortunately failed to keep that promise (sorry), but nevertheless am willing to do so in 2021 (i. e. today and tomorrow) to get this finally done. :-)

Do you happen to have a .tar.gz or similar running on Core Update 153 somewhere?
