I clicked the "reactivation" button again for your account and you should have an other registration email. Lets hope that works.

Yes outlook.com is blocked, too.
I created an account for you. This was really troublesome
because
phpBB does not have a functionality for that and after I created an account on the normal way, not even the admin is allowed to change the email address to one that is blocked. Weird.
You should have received an activation email now. Please use
the "I
forgot my password" function to reset the password.
