Hello Michael,
I just stumbled across https://trac.torproject.org/projects/tor/ticket/32978:
Find a working alternative to using MaxMind's GeoLite2 databases
Since the Tor project teams seems to be actively researching, maybe it is a good idea to get in touch with them more soon. Since I am currently out of spare time, may I ask you to do so?
Thanks, and best regards, Peter Müller

I am sad to hear that, but I have taken that sadness and funnelled it into reaching out to Debian, because of their thread on the Debian-legal mailing list and have also contacted some people from the Tor project:
https://lists.debian.org/debian-legal/2020/06/msg00001.html
The latter was privately because their bug tracker is currently read-only and I could not sign up to it.
I will keep this list updated on what happens.
Best, -Michael
